Frances Baard District Municipality is the smallest district in the Northern Cape. Its area accounts for 3,4% of the total area of the province. However, the District Municipality accommodates the largest proportion of the population of the province, giving it the largest population density (26,2 persons per square km) in the province (Frances Baard District 2005/06 IDP).
The area of jurisdiction falling under the Frances Baard District Municipality includes the Frances Baard District Management Area and the four local municipalities of Dikgatlong, Magareng, Phokwane and Sol Plaatje. Two of these municipalities have been identified for assistance under Project Consolidate. These are Phokwane and Dikgatlong local municipalities.
The city of Kimberley, which is the seat of the District Municipality and of the Northern Cape legislature, is located in Sol Plaatje Municipality, the largest of the four. The Vaal, Harts and Orange rivers run through the District (Gaffney’s Local Government in SA 2004-2006).
The IDP Review process in the DMA was done according to the prescription of Section 34 of the MSA(Act no. 32 of 2000). PIMSS coordinated the IDP Review Process for the District according to the requirements of the Act. The implementation of the amended Integrated Development Plans was monitored on a monthly basis. The development and completion of Integrated Development Sector Plans and Programmes, however, remained a major gap in the IDP process due to capacity problems. The development of sector plans will be phased in over a period. During the year under review the following plans were completed, Water Services Development Plan, Integrated Transport Plan, Integrated Waste Management Plan, Integrated Environmental Plans and Economic Development Plan. Future plans in the new year include the development of an Integrated HIV/AIDS Strategy, Integrated Institutional Plan and a Communication Strategy to further enhance service delivery to the communities.
A performance management system was developed and adopted by Council on 17 September 2003 in terms of Sections 38 to 44 of the Municipal Systems Act (Act 32 of 2000). The following progress has been made in the development of a performance management system: A performance management framework was compiled as to guide the municipality through the process ahead. An PMS operational document was compiled and approved by Council which included the detail operational mechanisms of the system. Scorecards have been developed for measuring the corporate performance of the municipality. A performance management system review was completed and approved by Council for implementation in the 2004/05 financial year (FBDM Annual Report 2003/4).
Statement Frances Baard District Municipality's Local Economic Development Unit will be a Facilitator and Conduit for required resources and identified socioeconomic community needs with a clear developmental focus on the creation of a growing district economy. The Frances Baard District Municipality's LED Unit is committed to promote quality economic development facilitation and coordination services to Category B Municipalities and its communities by :
