A performance management system was developed and adopted by Council on 17 September 2003 in terms of Sections 38 to 44 of the Municipal Systems Act (Act 32 of 2000). The following progress has been made in the development of a performance management system: A performance management framework was compiled as to guide the municipality through the process ahead.

An PMS operational document was compiled and approved by Council which included the detail operational mechanisms of the system. Scorecards have been developed for measuring the corporate performance of the municipality. A performance management system review was completed and approved by Council for implementation in the 2004/05 financial year (FBDM Annual Report 2003/4).
